Continuing economic breakdowns of a country have often been associated with some kind of organized crime or corruption.The author chooses to address this issue by looking into the historical development of the informal institutions, considered to be influencing the reform process of the Croatia.By looking into the historical economic development of the Split-Dalmatian region potential enforcement mechanisms have been identified.Question remains, can this path be changed in order for such countries to experience socio-economic progress and what possibly can be done towards that direction.
